Re-Good news from Taiwan

The following news from The China Times http://news.chinatimes.com/2007Cti/2007Cti-Focus/2007Cti-Focus-Content/0,4518,9701260011+97012601+0+175610+0,00.html quotes an article from the Washington Times. But I cannot find the original article from the Washington Times website. Am I mistaken? Could anyone find it from any Washington-based sources?

The original article is available under http://www.napavalleyregister.com/articles/2008/01/21/opinion/editorial/iq_4335571.txt or http://www.townhall.com/columnists/WilliamRusher/2008/01/24/good_news_from_taiwan?page=full&comments=true, where people could find commentaries on this article, which provide more balanced point of view from "American friends," who are obviously not those "American friends" Mr. William Rusher referred to. These two sources don't look like having national influence as much as the Washington Post or Washington Times.
