統治正當性

Today’s news.yam.com reported a series of interesting articles about the debate between the two presidential candidates of Taiwan on the issue of 統治正當性. YS might want to ponder over those arguments brought up in the debate and have a discussion on our own. Personally, I admire Tsieh’s point of view. I think that he has a great insight of the content of Taiwan's national identity that meets Taiwan's new needs due to its social change.

First of all, justifiability of ruling does not exist unless the ruling of a government is established on a legitimate basis. Beofore 1996, Taiwanese presidents were elected by the National Assembly which is not eligible for representing Taiwanese citizens. The only basis for the continuous functioning of the National Assembly is the so called "動員戡亂時期臨時條款", a regulation that is completely unconstitutional. Therefore, the legitimacy of ruling of KMT government bofore 1996 is questionable.

Second, in 2000, the DPP regime replaced the KMT through the legitimate presidential election. The result of the election ended the 4-year legitimate ruling (1996~2000) of the KMT regime.

Justification of ruling of a government could be considered on both of a legitimate basis and people’s perception of their own future, which is realized in the future of the nation. It is unfortunate that in Taiwan’s presidential election, legitimacy on which ruling of Taiwan’s government is founded has to be brought up due to its history. But, I wander whether it is a key issue in winning the presidential election for DPP because outcome of the presidential election is shaped by common people’s perception, which is not always intellectual but may prove its value and importance in a long term.

I tend to think that cultural identity is people’s cognitive and emotional connection with their past life experience that helps orient themselves for the future. In contrast, people’s national identity is related to people’s perception about their future as citizens. When people have confidence in the opportunities that the land may provide to them, their national identity will become stronger. The perception about the future is mostly economic and some cultural. When most people believe that the DPP may realize the prospect of the land on which they may prosper and maintain their cultural identity, the DPP will win the election.

I admire Tsieh’s point of view on the justification of ruling because he provides an insight of the prospect of Taiwan in which people may participate regardless of their past and their cultural identity. This direction parallels to the approach of the movement of enhancing Taiwanese’s national identity that I think is plausible.

I basically agree with your points.

One thing to illustrate is that people's perception about their future need to be expressed through legitimate approach. In addition to every methods within the rights of freedom of speech, votes are undoubtedly the most powerful weapon people have to make such expression.

Perception and feeling is mostly emotional unless they are transformed into energy which propels or trigger the reform. One way to induce such type of energy from the emotion, voting which represents the will of the public. Of course, the voting system should ber erected on the foundation of constitution.

Therefore, simple perception or feeling is merely emotional unless people who possess the emotion are able to utilize legitimate approach to demonstrate their approval or disapproval of a regime. That is the reason why Lien and Soong failed both in and after the presidential election because what they had is nothing but emotion and perception which did not provide them with any legitimate basis to shaken A-bien's legitimacy and justifiability of ruling.
